Air Policy vs Reality: Technical Challenges in Air Permits for Complex Plants

In California, meeting air permits can often be a challenge when new processes have existing permit conditions applied to them with air pollution control (APC) technologies still in the pilot phase. This talk will cover some of the challenges that the ethanol production facilities face when trying to use Best Available Control Technologies (BACT) for removal of CO2 from their emissions. From temperature changes to ethanol removal, Jordan will dive into the realities of air pollution control and how it differs from what policymakers had in mind when drafting regulations. Beyond just scrubbers as APC, she will cover the nuances of regenerative thermal oxidizers (RTOs) and some of the technical hurdles companies may face. Jordan will be drawing on her current experiences in industry and her previous role at the Air Quality Management District to present both sides to a tough problem.

Next Generation Standards for Metals Impacting Stormwater Compliance and Beyond

A common theme throughout the National Academy report on recommendations for the next update of the MSGP is the need to recognize the state of the science regarding risk assessment approaches for metals. Given that the majority of MSGP sub-sector monitoring requirements include one or more metals, it would make sense for EPA to recognize coherence between Office of Water methods (e.g., OST and OWM do not align) and bring derivation methods for metals into the 21st Century. Furthermore, USEPA is formally engaged in a Cooperative Research and Development Agreement (CRADA) with eight metals research organizations to update the over-arching derivation guidelines for metals and respective AWQC updates. Will the Office of Water acknowledge synergies between these activities? Using zinc as a case study, this presentation will provide an overview of metals bioavailability, necessary monitoring strategies, interpretations, and potential outcomes that will become available to dischargers over the coming years. In addition to the scientific advancements for metals risk assessment in water, the status and trajectory for terrestrial and benthic matrices, and bio-monitoring methodologies for metals will be discussed.

California Air Regulations Update: Broader Impacts on a Wider Range of Industries

This session will cover new air regulations impacting a wider range of industries in California. From new requirements for non-vehicular air pollution: criteria air pollutants and toxic air contaminants (AB617) to Particulate Matter (BAAQMD Rule 6) to the Toxic Air Emissions Risk Reduction Rule (BAAQMD Regulation 11-18) Melisa Cohen will explain what industry is facing these days and how the broader range of facilities covered can result in difficulties for facilities behind on their environmental planning and programs. While these regulations have an impact on California facilities, it also shows where air regulations can be going elsewhere in the future and what companies should be aware of when planning.
