TMDL Impacts on Industrial Facilities

Just when California companies felt like they had the Industrial General Permit (IGP) mostly figured out, the regulations are changing yet again! Instead of just Numeric Action Levels (NALs), the Water Board is throwing TNALs (TMDL NALs) and uhoh….Numeric Effluent Limits (NELs) into the mix (more on this another time). While the TMDL provision the IGP is not finalized yet, companies need to recognize that the California Water Board is pressing to get them finalized and into the IGP. For terminals, plants, and manufacturing facilities that want to focus on building things and producing goods, environmental regulations can range from a hinderance to a business critical function to keep their “right to operate.” TMDLs are one more regulation added to companies worries, fears, and needs that can seem quite confusing at first glance. He is a professional engineer with nationwide experience in developing and implementing stormwater compliance programs for hundreds of industrial sites, including ready-mix concrete plants, metal recyclers and bulk marine terminals.

    Ryan is a former member of the State of Virginia’s Stormwater BMP Clearinghouse Committee and a current member of the Bay Area Air Quality Management District (BAAQMD) Hearing Board. He has an MS in Civil Engineering from the University of Maryland and a BS in Biology and Geology from Tufts University.
